    to follow closely the development in the FAB


    Some of the EXPERTS are proposing;

    -ALL VFR FLIGHTS schoud maka for
    EVERY FLICHT a ATC-FLIGHT PLAN

    -NO UNCONTROLED VFR OPERATIONS
     ABOVE 3000 FT AGL  in vieuw to avoid
     MIDAIR COLLISIONS

    -NO UNCONTROLLED VFR in  
    DENSE TRAFFIC  CTR or TMA

    -ALL VFR  above 3000 ft with 
    OPERATIVE  R/T;SSR-MODE S, TCAS and ELT

    -NUISANCE AVOIDANCE  ( so not only NOISE)
    MINIMIUM FLYING EXCEPT T/O and LANDING to be at
    4500 ft MSL or 3000ft AGL witcherver is highest

    This are sugestions of some EXPERT
    in the FAB and also in FABEC
