SAFETY REGULATION COMMISION of EUROCONTROL under the chairmanschip of JOS WILBRINK of the Dutch IVW took place on 18 & 19 JUNE 2008.
I was present temporary and noted the following items:
POINTS & ACTION ARISING: SRC32-01
-SRCCG A-30/07 to investigat the feasablity of developing proposel of SARPS for the determination of ATS at an in the vicinity of AERODROMES used by CAT AIRCRAFT ,,, also AIRPORTS TF.
Caution this could become very costly and burdensom for the smaller REGIONAL AERODROME with GA & AW and a limited number of CAT operations if a permanent ATC-TWR would be proposed?
There is a actif lobbying required by IAOPA, EAS and other NON CAT AIRSPACE ORGANISATIONS and some proposal on AFIS or limited ATC activity ???
A-30/06 ATS LEVELS at AERODROMES
AIRSPACE INFRINCEMENT DAP/SHH SRC32-14 to be studiet and aditional input to be made to the CHAAIRMAN ASAP
Also action toward SRC/SRU and PRC/PRU ( XAVIER FRON ASAP required )
Bekwam heden een exemplaar van het EINDCONCEPT AIC B JULI 2008 van de
NEDERLANDSE IVW over uitrusting en gebruik van 406 MHZ ELT ??
Tracht te begrijpen wat dit voor de VLIEGTUIGEN, HELICOPTERS, MLA en TMG betekend om in EUROPA te VLIEGEN voor GRENSOVERSCHRIJDENDE VLUCHTEN in VFR/IFR NON CAT AIRSPACE OPERATORS ???
I noticed in function of the 7e edition of the EUROCONTROL AIRSPACE INFRINGEMENT STRATEGY thad a number of CAA have introduced the requirement to have some of their inspectors start a strong action on controlling the VFR AIRSPACE USERS on:
-FLIGHT PREPARATION
-WEIGHT & BALANCE ( MASS)
-NOTAMS
-UPDATED NAVIGATION CHARTS
-FUEL CALCULATIONS
-WEATHER BRIEFING
-SSR requirements( MODE S) (to be clarified)
-ELT 406 MHZ( to be clarified)
-AIRCRAFT PERFORMANCES for T/O & LANDING
-R/T QUALIFICATION ( ENGLISH)
Any information on this verifications on the operational aviation world is welcom from the AIRSPACE USERS also because I have the impression thad the assigned persons have limited knowledge on the VFR operations

I like to CONGRATULATE both for this nomination and hopê to continue our intrestinc contacts toward the requirements for the NON CAT AIRSPACE USERS OPERATORS.
Via some contacts at EU-level on the subject do I understand thad the FREQUENCY EXPERTS of the NATIONAL ANSP have insisted to extant ASAP the 8,33 KHZ utulisation MANDATORY in the LOWER AIRSPACE till FL100 and also the TMA of the dense areas!!
Apaerently this has now been negotiated with the delegates of the EUROPEAN AIRSPORTS and also with a team of 50 PILOTS-VFR AIRSPACE USERS consultation.
The FREQUENCY COMMITIE is claiming very strong and with very well doculented information thad some AIRSPACE can not been used by the IFR-CAT operators until some aditional FREQUENCY's in the 8,33 KHZ are made avaible. I presume they have introduced this to the new Italian Commisinar of TRANSPORT in DG-TREN during his Hearing in the EP at STRASBOURG via some MEP who requested how he would avoid the DELAY for the CAT to be kept low in function of the forcasted increase in CAT in EUROPE based on the EUROCONTROL FORCAST.

Also the SATERDAY 21 JUNE 2008 and SUNDAY 22 JUNE 2008 from 0800 b till 10,30 b will I be avaible at the FLAG OFFICE and from 1030 b till 12.00 b in the RAAC bar at the T-TERMINAL at te ANTWERP AIRPORT
In gespreken met experts van WWW.IVW.NL blijkt dat het invoeren van de ELT in NEDERLAND voorzien is voor MAART 2009 , en niet verplicht voor de NON CAT operators, alhoewel dat men het uit veiligheidsoverwegingen sterk aanraad voor uw eigen veiligheid !!!
Tracht hierover nu schriftelijke informatie in de officiele documenten te localiseren., ook EUROCONTROL is men de toestand over de ELT 406MHZ aan het nazien in de verschillende lidstaten in functie van ICAO ANNEXE 6 PART II voor IGA.
Acording ICAO ANNEXE 6 part II is the ELT 406 MHZ MANDATORY for ALL INTTERNATIONAL FLICHT from 20080701 including HELICOPTERS,TMG,MLA but not for BALLOONS, GLIDERS and PARAPLANE.
However I advice to CHECK each NATIONAL REGULATIONS
WWW.AOPA.NL claims this is NOW from the 01 JULY 2008 MANDATORY and refer to : WWW.IVW.NL where I could not locate confirmation on this information.
Daar vermeld men in CIRC/EQUIP 09 van 11/2001 enkel de verplichting voor de ELT 406 MHZ in het HANDELSLUCHTVERKEER ( CAT) en dus niet in de andere LUCHTVAARTUIGEN
Zal trachten bij HQ EUROCONTROL een overzicht te bekomen in de lidstaten in de ECAC
Wees zeer voorzichtig met het advies van uw LUCHTVAARTUIG uit te rusten met nieuwe uitrustingen indien de oude nog steeds goed werkt.
ik bemerk dat verkopers en firma die uitrustingen instaleren bepaald advies geven welk niet in lijn zijn met de wetelijk voorziene uitrustingen wat betreft:
ELT 406 MHZ
VHF/COM 8,33 KHZ
SSR mode "S"
Raadpleeg de NATIONALE WETGEVING en AIP van de betrokken landen en neem NOTA dat ICAO vermeldingen in de SARP enkel STANDART AND RECOMMENDET PROCEDURES zijn welk moeten bevestigd worden door NATIONALE VOORSCHRIFTEN.

Ik ben in mijn functie van mijn aktiviteiten als LIAISSON OFFICER bij de EU voor IAOPA ten behoeve van GENERAL AVIATION & AERIAL WORK van 1980 tot 2004 regelmatig aanwezig geweest en heb zodoende een netwerk ontwikkeld in de verschillende EU INSTITUTIONS , POLITIEKE FAMILIES en ADMINISTRATIES in de EU en EUROCONTROL
Nu nog actief zijnde als INDIVIDUEEL LOBBYIST ben ik nog ocasioneel aanwezig in deze instellingen.
Automatisch wordt men ook betrokken bij andere onderwerpen die worden behandelt en gaat men toch enige kennis opdoen van andere onderwerpen die er behandelt worden.
De ingenomen zienswijzen zijn dan mijn opersoonlijke standpunten in functie van de bekomen documenten en gespreken met een aantal personen in deze middens

This document is on the tabel for discution in many meetings at various level and subjects ??
There is urgend need to introduce some information to the CHAIRPERSONS of this meeting since it is not possible to be present at ALL this meetings at the HQ EUROCONTROL , since MANY MISCONCEPTIONS are very strongly circulating in this population on the so called MANY INFRINGEMENTS witch are not documented and not looking at the so MANY AIRSPACE USERS operating in VFR.
