on Monday 23 October 2006 I participated in the:
SINGEL EURPEAN SKY (SES)
MANDATE WORKSHOP( second consultation)
EUIR
at HQ EUROCONTROL in BRUSSELS
This may seem of no intrest to the largest part of the GENERAL AVIATIOn & AERIAL WORK operators although a number of GA operators are involved in BUSINESS FLIGHTS and also the future operations of the VLJ and EPATS could be involved by the GA/AW family
However there is the visible and declared subject but the hidden TARGET from the EU high level adminstrators!!
In the 80e there was the dreaam for the 12 EC members to have a SINGEL EUROPEAN COMMUNITY AIRSPACE with a SINGEL AVIATION AUTHORITY and only 3 ATSP from ground to FL660 and the representation at ICAO for the complete EU-FIR by the EC.
Since then ther have been the extension to 15,25,27;28 +2 members and a number of smal steps on the adaption of the now EU AVIATION WORLD via ICAO(Paris),EUROCONTROL,ECAC,JAA,EASA , EUROCAE,CEN, CENELEC,and the EU .INSTITUTIONS
Also the ATSP are beeing changed from PUBLIC SERVICES to PRIVET or SEMI-PRIVET services.
The COMMISION has obtained a feet in the EUROCONTROL ORGANISATION and starts to be permanent present at ICAO level(Montreal).
The ATSP are now organised in CANSO across the world and starts to be permanent present at ICAO(montreal)
Also HQ EUROCONTROL-ORGANISATION is trying te be present at ICAO(Montral)
The project of the FUA has involved the MILITARY
SESAR has now also involved the AERONAUTICAL INDUSTRY
the EU-SES has included the STAKEHOLDERS including the AIRSPACE USERS ORGANSATION( IAOPA,EBAA and EAS)
The project to develop on voluntary base FAB seems to be failing and the CEC is trying to obtain the power to impose the FAB( 6 or 7) also since the EUROCONTROL -CEATS has failed to deliver the required structure.
EUROCONTROL UAC-MAASTRICHT under the inpuls of DFS is very advanced to become the first operational FAB
Also the introduction of GALILEO instead of GPS and GLONAS is part of this EUROPEAN DREAM FACTORY
This al seems EUIR and FAB seems to be above FL285 but the figure 245, 195,135,095 and until the GROUND is kreeping in under a EUIR( or EFIR) and with a EAIP ( to replace the dominant position in AIS from JEPPESEN and BOTLANG in the EU)
Of course also in this is the project to replace all CAT-AIRCRAFT in the EU AIRLINE WORLD with mainly AIRBUSES.
However this is of cours not in line with the intentions of ICAO the NATIONAL CAA and ATSP.althoug apaerently aproved by the NATIONAL. MINISTERS
This is why it is intresting to follow the proposals ,discution ,consultations and workshops of the EUIR and the EAIP at the various levels in BRUSSELS be it EUROCONTROL, EU-SES,SESAR,JAA, EASA,EP,CEC,COR,ESC, COUNCIL.
And try that in al this high level dreams our NON CAT AIRSPACE USERS be it GENERAL AVIATION, AERIAL WORK,BUSINESS AVIATION, SPORTS AVIATION to keep some possiblity to oprate not only for today but also in the future when the UAV and similar projects will be operational.
Also intresting in this is thad I understand there is the intention to give up the EUROCONTROL-ORGANISATION ( by not aproving the NEW EUROCONTROL CONVENTION )and placing the EUROCONTROL AGENCY under the EU umbrela
This is my personnel evaluation in function of my involvement in AVIATION since 01 oƧctober when I joined the BELGIAL AIRFORCE and my involvemen with the EU POLITICAL, and ADMINISTRATIF WORLD in BRUSSELS on behave of IAOPA and now as INDIVIDUAL LOBBYIST for the benefit of the NON-CAT AIRPACE USERS to keep ACCES TO AIRSPACE and AIRPORTS.
I ame still motivated to keep the dream of the AVIATION PIONIERS in function of the fun I was having in the AVIATION as SPORT,HOBBY and PROFESION in the NON -CAT AVIATION WORLD
