There is a strike planned by ATCO in LIRR ACC on 13th march intial times are 0900  till 1300 utc, apaerently other Italian ACC are not involved

NOTAM  IA1098/07

In function of ANNEXE VI part II and ANT-WP/8152 I have a number of intresting discution about the SAR operations for GA & AW in the EU.

Some of the experts are agreeing with the IAOPA vieuw thad the ELT is only needed in certain area in ICAO-EUR/NAT REGION.

But the major obstruction is to who is the responsablity to decide in witch regions to accept a excemption to carry a ELT oe witch area to prohibit overflying if no ELT is carried.

Is this a responsablity of the  REGULATOR , the SAR SERVICES ,ANSP or to the PIC as proposed I understand by the IAOPA(EUR) experts ??

Any advise or comments are welcom ASAP, since on the 26 march whe have a meeting of some experts who are advising the EU-STOA  and where a MEP-Pilot is involved.

I will try to reply to all questions before this evening 22:00 hours.

I have obtained recently the feeling thad after the GERMAN, FRENCH and UK CAA failing to prohibit the ownerschip from  their national  citissen of a aircraft registerd in a foeign country now there is a expert in the EU working on a project to prohibit a  EU citisen to register  a aircraft in a NON-EU memberstate and flying it permanently in the EU area except if bilateral agreements have been made toward this country as now with Switserland, Norway and Iceland

has anybody some information on such a project ??

In function of a accident was there a discution about the requirements of refueling a aircraft with passengers on board.

For the CAT operators is this mentioned in the OM( OPERATIONS MANUEL)  for NON CAT does such a document not exsist and in function of this I had to evaluate what is mentioned in the ICAO documentation .

Assisted by some of the experts avaible in HQ EUROCONTROL dit I locate the information :

ANNEXE 6
                 Para -4.3.7
                Appendix é  para 1.4
ANNEXE 14
                 Para 9.6  and 9.6.2
DOC 9137 AN/898 PART 1
                 PARA  16.2  , 16.3  and 16.4
                                  PART 8
                 PARA 10.6.2

this is intresting reading and it brought me a question from a pilot what are the requirements for SELFREFUELING as now is apaering on a number of airports .

A problem witch is apaering due to the present SECURITY precautions is the many  COMLOS of aircraft in flight who give uneeded alert from ATC toward the MILITARY DEFENSE UNITS.

There is urgent need to take the necesary precautions to keep permanent R/T contact with ATC and clearly inform them if leaving their frequency be it in IFR or VFR

There is also a sugestion to maintain a permanent R/T WATCH on 121,500 in flight ??

Any comments or sugestions are welcom !!!

EU AIRTRANSPORT POLICY; WHAT NEXT ??

Although not more a member of the EUROCONTROL ENLARGED COMMITTEE FOR ROUTE CHARGES was I making a personel visit to the 80th Sessuion om March 7.

I noticed only the presence of  ATA,IATA and  ELFAA.

Although I dit not locate any dangerous actions toward the VFR  in the documentation was I informed thad some participating FINANCIAL EXPERTS made the verbal statement thad the EXCEMPTION for VFR was not more a reasonable aplication since in their  country the VFR where using the same facility's and services as the IFR???

A very URGENT follow-up and STRONG ACTION is REQUIRED by the organisations representing the VFR AIRSPACE USERS  and IFR below 2000 KGR  ............ASAP !!!

Because this are persons witch have very strong  influance at EU level also.

I received some reactions on the utulisation of the NATO POSITION  on the EUROCONTROL plan for VHF vertical expansion below FL 195 of the 8,33 Khz Channel Spacing.

Thad whe schould read the complete letter and avoid a confusing message by using some of the tekst out of context.

INTERNATIONAL FEDERATION OF AIR TRAFFIC SAFETY ELECTRONICS ASSOCIATIONS

I have received via the  very active EAS  delegate in Brussels Louis BERGER a copy of the speech of Sir John ALLISON thad he made in SUISE.
