LOBBYING the E.U

I receive daily a number of E-mails from ALL over the world requesting assistance on FLIGHT PLANNING in to EUROPE.

However I have not the means to assist in this PLANNING and advide to contact the NATIONAL AOPA's who are mentioned on the:

sice although  there are 27 European countries member of the EU , there are still no homogene REGULATIONS for the 27 EU memberstates and each of them has his own AIP with the differences mentioned.

Apaerently whe have not been 100% intrested in the " FLEXIBLE USE AIRSPACE "  in the past, but this is going to play a vital role in the future for yhe below FL100 flying iFR operations and maybe also for the VFR traveller in the EU.

 Whe notice thad the development of the UAV in Europe result in the apaerance of a number of RESTRICTED ( mil) airspace zones  in the AIP  who are beeing publisched as 24/24 actif.

However this zone schould be included in the FUA procedure  in vieuw to obtain the hours thad this zone are  NOT operational and crossing in IFR or VFR are possible in the same aplication of the present FUA

ACTION REQUIRED !!!

I was informed by some MEP's and this seems to be confirmed thad there is a very strong intention to try to stop the production of the 100LL.

 Acording some experts ansd also GA & AW intrestred party is there no need no more to maintain this  costly production procers since their are now other solutions for the GA & AW operators.
 A) there are now the DIESEL ENGINES avaible
 B) A number of the present GA & AW fleet can operate on MOGAS

the target date seems to be  2010 ??( some sugest 2020)

On the other site some of the economic MEP's,experts and consultants seems to be very advanced in obtaining thad ALL KEROZINE be it for CAT, GA & AW would be subject to:
 A) ACCISE
 B)  ENVIROMENTAL FEE
 C) VAT

I ame intrested to get some back ground on the possiblities of:
-BIO-FUEL   from VIRGIN FUELS R/D
-SASOM
-HYDROGENE
-ETHANOL

Any sugestions or clarifications thad i can use in my contcts are welcom and i would like to see a recommendation to be developed  ASAP in the organisations as IAOPA,PPL/IR,IBAC,FAI(EAS),GAMMA

 2010 (or even 2020) is not thad fare away

I receive many questions on how I evaluate the future of G/A operations in EUROPE infunction of the various project and programs apaering in the EU ,ECAC and EUROCONTROL corridors!!

  A very important factor for G/A in the future is to not make all the G/A operators subject to the same requirements as the CAT opertors.

 A certain level of G/A can be required to be equiped on a similar level as the CAT , but this is not the case for al G/A operations.

 Whe must make a clear difference between the IFR and VFR flying and not to try to have the VFR using the same sofisticated and advanced equipage as the IFR.

 I presume thad the VFR who intend to try to operate in the high density airports and airspace schould have almost the same equipage as the CAT and the pilot a hich level of knowledge and training to be abel to operate in a similar manner as the CAT

 However a large amounth of G/A wil not intend to operate in this hich density airports and airspace and wil not require the knowledge and training as the previous mentioned G/A operators.

I strongly advise the IAOPA, (AOPA's) ,FAI(EAS), IBAC( NBAA,EBAA)   and PPL/IR EUROPE to make a number of  coordinated proposals in line of the intended operations of the need of their different  members requirements and introduce them to the EU,EASA and EUROCONTROL.


Also evaluate the needs of AERIAL WORK (A/W) operations in function of the contacts with the SME and FTO involved in this activity


 BE  PROACTIVE ASAP !!!!!

Via some experiments with a LICHT AIRCRAFT some expert conclude thad GENERAL AVITION is not capable to satisfy to some requirements of the futur SES  or SESAR aplications.

here again the MAJOR MISCONCEPTION about the AIRSPACE OPERATERS apaered !

 It is not hhe size of the AIRPLANE who  in ICAO define hem as a 
 
 CAT  = COMMERCIAL AIR TRANSPORT
 GA    = GENERAL AVIATION
 AW  =  AERIAL WORK

OPERATIONS

A LICHT AIRPLANE can be operated as CAT, GA or AW
A HEAVY AIRPLANE as a A380 or B747 can be operated as CAT,GA or AW

Some of the SMALLER- AIRPLANE have a more sofisticated equipage then the LARGER- AIRPLANE used in CAT by a AIRLINE operators

Plusieur college m'informe que ils ont des probleme  sur mon blog aveque les information en ANGLAIS et NEERLANDAIS et que je negloge les pilotes francophone.

Heden morgend grondig de weerkaarten ,satelietbeelden en drukveranderingen  bestuderd en kwam tot de conclusie dat het vandaag een frisse grijs bewolkte dag zou worden zonder neerslag tot deze avond.??


 En wat stel ik nu vast hier in ANTWERPEN STAD------REGEN en schijnbaar op veel plaatsen in BENELUX

Er is dringend noodzaak bij PILOTEN en ook INSTRUCTEURS aandacht te besteden dat hun leerlingen , passagiers of bezoekers welk zich tussen de vliegers kunnen verplaatsen  in hun bijzijn steeds ver van de VLIEGTUIGSCHROEVEN weg blijven en ook van de voorzijde van vliegtuigen met een turbine gezien het gevaar dit kan opleveren !!!

Een schroef steeds beschouwen als HOT en uit zijn draaivlak blijven is vitaal voor iedereen.

 Deze verwitiging plaats ik wegens bepaalde zaken deze week op een vliegveld te hebben gezien en waarvan ik de betrokken personen zelf heb terecht gewezen

Heden krijg ik een aantal meldingen over werkelijk een aantal gevallen van PESTEN  van bemaningen door het personeel van de beveiligingsdiensten ( SECURITY )

SECURITY tast de SAFETY der vluchten aan !!!!

Ook on de CHIRP n° 83 -summer 2007 zie ik vermelding van een aantal incidenten  met be BEVEILIGHEIDSDIENSTEN

Er is dringend een noodzaak tot een code of etics  en opvoeding van de  beveiligheidsdiensten om zulke incidenten te vermijden alvorens zij een onrechtstreeks reden zullen worden voor een FATAAL ONGEVAL.

Via IAOPA  en EAS tracht men om te vermijden dat alle VFR vluchten in de toekomst moeten uitgerust zijn met nieuwe radios om in VHF te beschikken over 8,33KHz separatie inplaats van de huidige 25 KHz uitrusting.

Tevens gaat de invoering van de UAV ook bepaalde nieuwe verplichtingen voor gevolg hebben


De "SEE and AVOID" in VFR is ook ter discutie en een aantal VFR vliegende PPL hebben hun onzekerheid naar voor gebracht om in de zeer drukke luchtruimten buiten gecontroleerd luchtruim in de toekomst de MIDAIR COLLISIONS te ve"rmijden te kunnen beschikken over een eenvoudig COLISION AVOIDANCE SYSTEEM  (  !!!!!) gelijk heden in gebruik is gesteld bij het ZWEEFVLIEGEN.

Hiervoor heeft de heer ERNST HAUFF van AOPA-BELGIE een vragenlijst in circulatie gebracht om uw opinie als AIRSPACE USER te kennen.
