A AIRPLANE flying from A to B on a VFR training flight on radionavigation outside controlled airspace is in R/T contacy withe the FIC.

On a certain moment the FI with a student relakise thad he has a radiofailure and return to his airport of departure he changes the transponder from 7700 ( VFR) to 7600( RADIOFAILURE)  .

On arrival on the aerodrome of departure he is imediatly surrounded by the POLICE SERVICEs and the aircraft is chearched for drugs, or explosifs, apaerently has the military RADARSERVICE noticed the 7600 SSR code and confused withe the 7500 SSR code .

The  local police has made a very in depth control of the AIRPLANE and  the documents from the airplane and the crew  and apaerently was looking for a possible TERORIST ACTIVITY

DONT BE SUPRISED by SUCH a RECEPTION ????

I ame intrested to see the administratif follow up of this incident ??

From 05 MARCH 2009 the ENGLISH LANGUAGE REQUIREMENT is MANDATORY

The owners of a  FAA LICENSE based on 61.75  CERTIFICATE to FLY "N" registered AIRCRAFT on the basis of their NATIONAL LICENSE seems to have a problem to obtain this QUALIFICATION

 SEE:   WWW.IAOPA-EUR.ORG

Posible adjustment has been proposed ............BUT without succes UFN ???

Although the VIP (VLJ INFORMATION PANEL) is not meeting is there a regular folow up on this

subject to evaluate the best way to intigrate the VLJ in the present operations by informing the

differences of the VLJ with the larger and faster flying airliners

Any comments and sugestions are always welcom to the chairman of the VIP

I ame also intrested  to obtain in this input

For the required KNOWLEDGE of ENGLISH acording the ICAO ELP-TEST read careful the KB

30 JUNE 2008 published in the B.S 22.09.2008

Their is no requirement to folow a preparation on a aproved FTO, however the  required level  4 is very hich  and I sugest a vry good education an training before participating at the TEST

The TEST can be done at ANY NATIONAL APROVED organisation in the EU memberstates

  Noot:
On a unprepared ELP-TEST dit I failed  and received the advise to take a cours at their school ??

When I use the term:  TRAINING this means flying in the LEFT SEAT( on airplane) with a Qualified instructer in the right seat

when using  PIC this means PILOT IN COMMAND

When flying on the JUMP SEAT this is mentioned as OBSERVER

when using CFI this means flying as QUALIFIES FLIGHT INSTRUCTER

PAX  means present on a AIRCRAFT without a FUNCTION

MAN means on board of a AIRCRAFT with a specific activity

EX  means on board as EXAMINATOR

I hope this clarify a number of messages of the past in the BLOG or MAILS

A number of the EUROPEAN AVIATION ORGANISATIONS are under pressure to have a

internal reorganisation in function of the NEW EU assigments of responsablity for various

AVIATION ASPECTS

In this organisations you have differnt type of persons employed under a different status nampely

STATUAIR or CONTRACTANTS

It is typical thad the most operational persond the CONTRACTANTs are the persons with the most

OPERATIONAL  KNOWLEDGE and EXPERIENCE .

The STATUAIRE has been to long out of the OPERATIONAL AVIATION OPERATIONS

However I notice very strongly thad this reorganisation in the organisations are giving protection to

the STATUAIRE and trying to use the maximum of the KNOWLEDGE and EXPERIENCE of the

CONTRACTORS without giving the required financial contribution to this very needen persons

AVIATION is a very fast changing OPERATIONAL ACTIVITY.

CAUTION this may have a NEGATIVE result on THE AIR SAFETY in EUROPE

In function of the ICAO  ELP-TEST  for PPL are whe looking for persons with experience to assist a number of RF in BELGIUM in preparing their members for the ENGLISH required to obtain the minimum required level 4 knowledge on a BENEVOL base, I ame thinking particular on ATCO who like to get involved in the GENERAL AVIATION operations ( NPO)

Plras contact me ASAP:   SYLVAIN.D.W@GMAIL.COM

Zie :

WWW.IMPRONTI-DIGITALI.EU    ( FRANS, ENGELS,ITALIAANS)

-FORUM

-VRIJE TIJD

-EVENEMENTEN

-STADSWANDELINGEN in ANTWERPEN ------   SCHRIJVERKE

De ELP-TEST kan heden bekomen worden door de volgende mogelijkheden;

ELP-TEST afleggen bij

-AEROSOLUTIONS re EBAW  WWW.AEROSOLUTIONS.BE

-BAFA te EBAW     WWW.BAFA.BE

-SFA te EBMB        WWW.SFA.BE

-Via the FAA ??? maar ken de juiste toedracht nog niet men moet wel een onderscheidt maken tussen:
 -FAA PILOT LICENSE
-APROVAL to FLY "N" registred AIRCRAFT  based on FAA 61.75 based on  a NATIONAL LICENSE
WWW.FAA.GOV
