STRESS

 Recently I received some verbal story's by PILOTS,ENGENEERS,CUSTOM and also ATCO about the STRESS created by going on their tour of DUTY by the various and difernt SECURITY CHECKS aplied to them on various ocasions during their tour of duty.

I had the feeling the story where made to strong but now after reading SHIRP-FEEDBACK N° 87 and N°86 do I start to believe there is a PROBLEM.

This may create STRESS durng the OPERATIONS

I SUGEST STRONGLY and URGENTLY to SOLVE THIS PROBLEM BEFORE IT CREATE A FATAL ACCIDENT.

 This is a HUMAN FACTOR PROBLEM thad must be adjusted URGENTLY

SPECTRUM

I sugest strongly ALL ORGANISATIONS representing the NON CAT AIRSPACE USERS to

develop contacts toward their NATIONAL ADMINISTRATION involved in

COMMUNICATION on the 2011 WRC for the ITU on the SPECTRUM assigment.

There are prposals to have the complete spectrum made avaible bij paying for it.

ICAO and EU are advising negative toward such a aplication but do NOT have a voting right in the WRC

The voting is in hand of the NATIONAL DELEGATE representing YOUR country at the WRC

ELT 406MHZ

I sugest al NATIONAL ORGANISATIONS to take a close look on the NATIONAL aplication on the requirements of the ELT 406MHZ.

 Whe are evaluating the ICAO ANNEXE 6 PART II on the aplication on IGA ??

 But each country can introduce their own aplication via their NATIONAL AIP.

 Take a look a the DUTCH AIC on the ELT requirements , who seems to be mutch more restrictive than the ICAO SARPS for IGA??

EXPERTS

Het is toch onvoorstelbaar dat bepaalde adminstraties berope doen op zogenaamde experts en daarvoor grote budgetten beschikbaar hebben??

 Deze week ontmoete ik een expert welk aktief is in de bestudering van het invoeren in de EU van de nieuwe ELT 406MHZ.( ICAO definition) Hij haalde aan  als een voordeel voor het zweefvliegen dat met deze uitrusting het zeer intresant zal zijn omdat de ophaalploeg dan onmidelijk de juiste plaats van buitenlanding zal kennen.

 Toen ik hem er op wees dat dit geen noodgeval is maar een normaal voorziene procedure, wees hij er mij op dat hij elke landing buiten een erkend luchtvaartterein in de wet wordt beschouwd als een noodlanding en dus via de ELT zou gemeld worden aan de reddingsdiensten ??

SPECTRUM

The SPECTRUM used by AVIATION for CNS is under sever threat ??

In the present era of COMMUNICATION there are proposals to have ALL USE of SPECTRUM to be SOLD.

The ICAO, EU, and EUROCONTROL are oposing such a aplication to give financial revenue for the spectrum used in AVIATION.

 However in 2011 is tis on the agenda of  the WRC  for the ITU and nor ICAO EU or EUROCONTROL dont have a VOTE at the ITU.
 The VOTING RIGHTS are in hand of the NATIONAL COMMUNICATIONS DELEGATE.
and each country schould LOBBY very strong to opose such a proposals because many BILKION DOLLAR COMPANIES  are intresting in obtaining aditional SPECTRUM against very hich financial price.

 AVIATORS ; JOIN YOUR FORCES in a STRONG  SPECTRUM DEFENCE

This is not only a theat for the CAT but mainly for the NON CAT  VFR AIRSPACE

ERNST HAUFF

Some persons are asking clarification concerning ERNST HAUFF .

 I met ERNST many years ago in his activity of communication expert in HQ EUROCONTROL in Rue DE LA LOI in BRUSSELS

 Beeing a PPL a developed close contacts with him and was intoduced via his activity the ACEC the AEROCLUB og the EUROPEAN COMMISION in the the project FLY FOR EUROPE witch was organised on many ocasions to breng GENERAL AVIATION also to the attention of the EU services.

In a later stadium was I promoted from adviser of the ACEC to HONORARY MEMBER.

I also introduced ERNST to the AOPA BELGIUM as Board member and as representation for AOPA-BELGIUM to the IAOPA.

ERNST was very active for IAOPA in many of the meetings in the EU and obtained thad IAOPA o,n behave of GENERAL AVIATION & AERIAL WORK ( New ICAO definition) was taken in consideration at the various EU-INSTITUTIONS

He also was very actif in the many projects of  CNS  for AVIATION

I can asure thad ERNST had a very important role to play in the IAOPA-EUR development and many of his iniatifs are now giving IAOPA a voice in the complex EUROPEAN AVIATION WORLD

 Whe will mis his knowledge and tenacity for our beloved GENERAL AVIATION & AERIAL WORK  operations of the  21th CENTURY

EUROCONTROL REORGANISATION

Apaerently there is again a reorganisation og EUROCONTROL in function of the new perogatifs

ans asignedment of responsablity toward the EASA and to the EC-COMISSION on the 

                 AIR TRANSPORT  in the EU-ARENA ??

 Sombody mentioned the 35th reorganistion beeing in progres

There was a  BRIEFING on the draft proposal last week, but this was apaerently rejected by the
 
EUROCONTROL MEMBERSTATES ???

This must also be acepted at EU level  in function of the EU-SES and the progres of the SESAR 

Be aware thad EUROCONTROL is composed of various parts:

HQ
CRCO
CFMU
R/D BRETIGNY
UATC MAASTRICHT
ITS LUXEMBURG
XXX

This are not the official termonology witch I wil research at a later stadium for your clarification

IFATSEA ???

There are a number if ABREVIATIONS witch are regular apaering in the AVIATION WORLD:

ICAO
IATA
IFALPA
IFATCA
IAOPA
FAI
IBAC

but a less known is IFATSEA ??

AVIATION is composes of 92 diferente professions but most are whe only thinking on ;
PILOTS
ENGINEERS
AIRHOSTESSES
ATCO

but their are also the ; AIR TRAFFIC SAFETY PERSONNEL  (  ATSEP)who are very important in the AVIATION WORLD

Whe also need motivated  YOUNGSTERS to be oreintated toward this professions.

PROFIEL SDW

  In Enkele E-MAILETJES  vraagt men wat het kost om advies of bijstand te bekomen voor problemen in de LUCHTVAART.

Heden ben ik geheel onafhankelijk en individueel aktief en dor dit geheel GRATIS.

Tijdens de periode  1980 - 2004 van IAOPA en AOPA was dit ook GRATIS maar werden mijn onkosten vergoed door IAOPA of AOPA-BELGIUM maar werdt ik niet bezoldigd

Tevens wat betrefd de aktiviteiten voor ABI is dit ook een onbezoldigde aktiviteit met vergoeding van mijn onkosten wat betrefd de aankop van bureelbenodigheden, fotokopies en porto van de briefwisseling

 Sedert ik de Krijgsmacht heb verlaten in 1976 ben ik op PENSIOEN

De boven vermelde aktiviteiten doe ik als BENEVOL zoals men dit noemt uit erkentelijkheid van de hulp die ik tijdens mijn beginnende loopbaan heb gekregen van een aantal personen die dit tevens BENEVOL hebben gedaan.

 Mijn betrachting is om DE LUCHTVAART te bevorderen voor de VREDE en VRIENDSCHAP te ONTWIKKELEN tussen de ganse MENSHEID zonder onderscheidt van RAS,NATIONALITEIT,RELIGIE of SOCIALE STANDING


Deze zienswijze is het gevolg van mijn ervaringen tijdens WWII en ook door de langdurige gespreken met " DOC" over de reden van bestaan van ICAO en met een der vaders van de EGKS de voorloper van de EC  prof  ALBERT COPPE
