I sugest strongly ALL ORGANISATIONS representing the NON CAT AIRSPACE USERS to
develop contacts toward their NATIONAL ADMINISTRATION involved in
COMMUNICATION on the 2011 WRC for the ITU on the SPECTRUM assigment.
There are prposals to have the complete spectrum made avaible bij paying for it.
ICAO and EU are advising negative toward such a aplication but do NOT have a voting right in the WRC
The voting is in hand of the NATIONAL DELEGATE representing YOUR country at the WRC
