Recently a pilot reoprted me the following incident!
During a IFR aproche on final for rwy 26 with a wind from 080/05 he was blinded by the sun on final and he decided a go a round and requested a circling for RWY 08. The ATCO refused based on a non publiced regulation but a local local regulation prohibiting the use of RWY 08 for noise raisons. He requested if there was any conflicting traffic for RWY 08 and receiving a negatif reply he descidet to land on RWY 08 although the ATCO refused to give hem a landing clearance and proposed to proceed to the alternate After landing he filed a report toward the ATCO who refused a clearance based on non ATC regulations and against the FLICHT SAFETY

is het de bedoeling om betrokken luchthaven niet te vernoemen ?
is er gevolg gegeven aan het rapport van de piloot ?
heeft de luchthaven een rapport gemaakt ?
is er een poging geweest om de piloot te sanctioneren ?
Is er door betrokken luchthavenexploitant besef dat veiligheid belangrijker is dan noise regeltjes ?
