    A vital aspect of the EU-SES and the SESAR project concerns the future financing of the INFRASTRUCTURE , THE SERVICES and the EQUIPAGE of the AIRCRAFT of the future.

     In the past in general the INFRASTRUCTURE and SERVICES on the ground where in the public budget.
     The AIRCRAFT and their equipment where on the budget of the AIRLINE OPERATOR.

     Since the 1960 there has been a change in this way of financing by the state authority , that via ENROUTE CHARGES and AIRPORT CHARGES to be paid by the AIRCRAFT OPERATORS  and via this systeme recovered from the IFR operating aircraft, from the VFR this was recovered via maintaining acise on the 100LL fuel or in certain country by a anual fee from the aircraft owner.

    At EU level trying to develop a homogene EU systeme a number of study's are made!!!

    One of this study witch I was abel to consult has a very new vieuw on the recovering of the cost for INFRASTRUCTURE and SERVICES

    A number of the new required equipage of the GENERAL AVIATION & AERIAL WORK or the NON-COMMERCIAL AIRSPACE USERS are not needed for the VFR OPERATIONS but required to increase the safety and regularity of the GAT/CAT operating IFR .

    In this study witch give a number of proposals there is some intresting possiblity for the COST RECOVERY , but also for the equipage of the GA/AW operator s flying VFR in GAT.

    Making it possible to LEASE some of this very costly avionics for the NON CAT GAT VFR OPERATORS.

    Making funds avaible from the CAT IFR OPERATORS for the purchase of the sofisticated  avionics for the GAT NON COMMERCIAL operations in VFR

    In this study is there also a number of proposals to have the banking world active in this financing of the future aviation !!!

    Of cours this is only a study and the decisions are to be made by the POLITICAL WORLD and the influance of the AERONAUTICAL INDUSTRY


    I ame trying to obtain the full study avaible for futher evaluation on this very intresting subject for the AVIATION in EUROPE
