    I have just finisched of trying to understand why certain EU-MEMBERSTATES have been abel to

     maintain on the request of the EC theit UNIT RATE for 2010 the same as 2009

    The trick is to underrecover the cost made for structure, equipment and services in 2009 .....BUT

     this means in the future three years they will be abel to recover this underrecovered revenue from

     2010

     Also do some now introducing a charge for VFR FLIGHTS and for the IFR below 2000 KGR
