A department of the Peruvian air force which did research into anomalous aerial phenomena, meaning UFO sightings, is being revived by the government of Peru.
For people "who observe seemingly unconventional phenomena, which cause surprise or concern, know that there is an institution that will study and research your information," Colonel Julio Vucetich said in remarks published Saturday.
The Department of Investigation of Anomalous Aerial Phenomena, or DIFAA, will bring together sociologists, archaeologists and astronomers, as well as air force personnel, to analyze the events, Vucetich said, according to the official Andina news agency.
DIFAA was first created in 2001, but it had been closed down five years ago due to administrative problems. Similar agencies exist in regional neighbors, including Brazil, Argentina and Chile.
Peru's office is now being reopened because of "increased sightings that are occurring in the country and that people are reporting to media," Vucetich said.
According to media reports, residents of the town of Marabamba, in the central Andes, this week saw luminous objects in the sky over several days.

Peruvian Air Force to open Department studying UFO reports
The Peruvian Air Force will launch a specialized department this coming Friday, October 18, 2013, that will study the UFO phenomenon. The Anomalous Aerial Phenomenon Research Department (DIFAA) will be formally launched in Lima, Peru at the offices of the Dirección Nacional de Intereses Aero Espaciales (DINAE) of the Peruvian Air Force that will formally host the new UFO Department. The new Department (DIFAA) will be directly assisted by a Civilian Advisory Council. The announcement of the upcoming launch of DIFAA was officially released by Giorgio Piacenza who is a member of the inaugural Civilian Advisory Council, and an advisor to the Exopolitics Institute.
In his announcement, Mr. Piacenza said the Civilian Advisory Council comprises researchers, scientists, intellectuals and former Air Force officers. Several of the Council members previously served in a forerunner to the new Department that also studied the UFO phenomenon. According to Mr. Piacenza:
The prevalent attitude I surmise both in the Civilian Advisory Council and at the Peruvian Air Force is one of flexible, open-minded and also objective research and of considering the wide range of aspects which the UFO Phenomenon and the alleged or actual presence of extraterrestrial beings may entail.
He went on to say in his announcement that many countries in the Latin American region are actively pursuing a similar path to legitimate these issues and overcome the unnecessary stigma attached to reporting about UFOs and the possible or real extraterrestrial presence.
In a formal presentation, and two brief conferences, to be delivered at Fridays launch of DIFAA, Mr. Piacenza has privately confirmed that he will discuss exopolitics as a new interdisciplinary approach to the study of UFOs and extraterrestrial life. A report about the launch of the Peruvian Air Forces new UFO Department will be made by Mr. Piacenza after this Fridays launch.

Johnson Space Center. They are responsible for training the astronauts in Earth observations, cataloging and archiving the photographs that astronauts take from space using hand held cameras and more. Here is the homepage, as you can see it has a .gov URL and is currently not up to date due to the fact that its a government website, and the government is currently shutdown. Its very interesting that they would allow a photo like this one to be put up on the website.
Please keep in mind that a UFO stands for Unidentified Flying Object. I am not claiming that this particular UFO is extraterrestrial in origin. Un nouvel Apophis repéré dans l'espace

Si Apophis est déjà entré dans la mémoire humaine comme l'un des astéroïdes potentiellement dangereux pour la Terre, depuis sa découverte en 2004, on sait que le nombre de gros rochers croisant l'orbite de notre planète régulièrement était de 10.331 astéroïdes jusqu'à ce jour. Mais un nouvel objet vient de s'ajouter à la liste de ces géocroiseurs potentiellement dangereux, et il a même immédiatement pris la place d'Apophis au rang des plus dangereux repérés actuellement, puisque Apophis, pour l'instant, a été jugé inoffensif pour les prochaines décennies à venir, avec néanmoins une incertitude gênante. J'y reviendrais avec le développement sur ce nouvel astéroïde, nommé (pour l'instant ?) 2013 TV135. Cette découverte provient de l'Observatoire d'astrophysique de Crimée en Ukraine, et a été confirmée par cinq groupes d'astronomie supplémentaires, y compris en Italie, Espagne, le Royaume-Uni et de la République Sibérienne de Bouriatie en Russie et date du 08 octobre 2013. Il a fallut attendre plusieurs confirmations, et enfin un communiqué de la NASA (remis vite en fonction après leur chômage forcé) pour que les premières données soient connues.
Cet astéroïde semble plus gros qu'Apophis avec 400 mètres de diamètre (Apophis en fait 330 m. et une masse estimée à + de 40 millions de tonnes) et sur une orbite assez instable, ce qui expliquerait sa découverte tardive à seulement 6.7 millions de kilomètres de la Terre le 08-10-2013, alors qu'il a été au plus proche de la planète, d'après la NASA, le 16 septembre 2013 !. Dès son officialisation, il a été noté en 1 sur 10 sur l'échelle de Turin (le 1 étant réservé aux objets s'approchant à moins de 7.5 millions de kilomètres de l'orbite de la Terre. D'après les astronomes ukrainiens, l'orbite de cet astéroïde l'amènerait tous les quatre ans aux abords de l'orbite terrestre mais, avec seulement quelques jours d'observation, son orbite exact est pour l'instant assez incertain. Un Communiqué de la NASA a confirmé néanmoins qu'il sera probablement au plus près de la Terre en 2032, avec une possibilité d'impact de 1 sur 63000, ce qui en fait l'objet spatial le plus dangereux connu à ce jour, puisque Apophis a été relégué après les calculs qui ont suivi son dernier passage en mai 2013 (il avait classé lui en 2).
« Pour le dire autrement, ceci met la probabilité actuelle de ne pas subir d'impact en 2032 à environ 99,998 % », souligne Don Yeomans, directeur de cet organisme installé au Jet Propulsion Laboratory de Pasadena (Californie).
2013 TV135 devrait être facilement observable dans les prochains mois et les observations supplémentaires, transmises au Minor Planet Center de Cambridge (Massachusetts), permettront à ses chercheurs d'en préciser l'orbite.
« Avec ces autres observations, je m'attends à ce que nous soyons en mesure de réduire considérablement ou [même] d'éliminer entièrement toute probabilité d'impact pour l'avenir prévisible », explique Don Yeomans.
" Les astronomes seront en mesure de mieux évaluer le risque d'impact de l'astéroïde - et même de déterminer son lieu de l'impact possible sur la Terre - en 2028 ", a déclaré Timur Kryachko de l'Observatoire astrophysique de Crimée.
En ce qui concerne Apophis, ce dernier traverse deux fois l'orbite de la Terre à chaque passage, tous les sept ans. La première alerte, lors de sa découverte, était pour avril 2029, avec un passage estimé très proche sans être très précis. Des calculs de fin 2005 repoussaient la vraie échéance risquée à avril 2036, avec un risque évalué à 1 sur 5560 seulement. En mais 2008, de nouveaux calculs écartaient un peu plus le risque avec 1 sur 45000 pour le 13 avril 2036, et le 7 octobre 2009, la NASA calculait que le risque de collision d'Apophis avec la Terre n'était plus que de 1 sur 233 000 pour le dimanche 13 avril 2036. Si l'on considère l'ensemble des dates où Apophis devrait croiser l'orbite de la Terre, la probabilité d'un impact est de 1 sur 135 000 ; autrement dit, il y a 99,99926 % de chance que l'astéroïde ne touche pas la Terre...
Le passage du géocroiseur le 9 janvier 2013 à environ 14,46 millions de km, a permis à la NASA de réaliser de nouvelles estimations qui écartent encore significativement le risque d'impact à 1 sur 10 989 000 pour 2036. Apophis restera observable à l'aide de télescopes terrestres jusqu'en février-mars 2013 puis sera de nouveau hors de portée jusqu'en 2021.
Ces dernières observations ont permis d'écarter tout risque de collision dans les prochaines décennies. En effet, selon des calculs effectués en mai 2013, Apophis pourrait s'approcher au plus près de la Terre le 12 avril 2068, avec un risque estimé à 1 sur 256 000 de heurter notre planète. Les dates de 2029 et 2036 ne sont même plus listées par le Near-Earth Object Program (NASA).
" Ces estimations ne manqueront pas d'être affinées dans les années à venir car la trajectoire de l'astéroïde est soumis à des incertitudes[4] qui pourraient bien confirmer ou infirmer la probabilité de l'impact.
En effet, "la détermination précise de l'orbite d'Apophis est particulièrement difficile en raison de la méconnaissance de « l'effet Yarkovsky », du nom de l'ingénieur russe qui découvrit au début du XXe siècle le phénomène suivant : lorsqu'un corps céleste en rotation s'approche du Soleil, il s'échauffe d'un côté avant de se refroidir lorsqu'il a tourné sur lui-même. Ce refroidissement se produit par émission d'un rayonnement infrarouge qui crée une poussée infinitésimale mais permanente sur l'astéroïde et ainsi en modifie la trajectoire" précise le CNES.
Les scientifiques indiquent néanmoins que "dans l'hypothèse improbable où il entrerait bien en collision", le bolide qui serait chauffé à plus de 1 600°C en pénétrant dans l'atmosphère, engendrerait des conséquences cataclysmiques : un tsunami mondial (raz-de-marée) si il plonge dans l'océan, ou des dégâts massifs sur les terres et les zones habitées.
Un impact avec la Terre dégagerait une énergie de plus de 506 mégatonnes. C'est près de 34 000 fois la puissance de la bombe larguée sur Hiroshima le 6 août 1945 qui avait alors dégagé une puissance d'environ 15 kilotonnes et plus de 1000 fois la puissance de la météorite tombée dans la région de Tcheliabinsk en février 2013.
Si le risque de collision avec la Terre a fortement diminué d'après les nouvelles précisions concernant la trajectoire de 99942 Apophis, il subsiste un doute sur sa trajectoire précise lors de son passage près de la Terre. Ainsi, Patrick Michel, astrophysicien à l'observatoire de la Côte d'Azur indiquait[6] qu'à seulement 600 mètres près, Apophis pourrait s'écraser sur Terre ou continuer sa course dans l'espace lors de son passage à 32 000 km de la Terre en 2036. Cet écart avec la Terre sera fonction des perturbations gravitationnelles qu'il n'est, pour le moment, pas possible de déterminer.
C'est pourquoi, les scientifiques ont insisté pour que des discussions soient engagées sur les moyens d'éviter une catastrophe régionale voire planétaire. Ainsi, un groupe de travail réunissant des experts de plusieurs pays a préparé un projet de traité international qui devait être soumis à l'ONU en 2009.
D'ores et déjà, le CNES étudie une mission spatiale destinée à déterminer la structure interne de cet astéroïde et ainsi permettre de modifier la trajectoire de ce géocroiseur, si il devait devenir vraiment menaçant.
Plusieurs moyens plus ou moins risqués pour dévier Apophis sont déjà envisagés : explosion, déviation, tracteur gravitationnel, satellite parasol...
Certains astéroïdes, comme Apophis, passent régulièrement à proximité de la Terre. Et si les chances de voir l'un d'entre eux percuter notre planète sont quasiment nulles, les scientifiques réfléchissent activement aux moyens de neutraliser ces bolides de l'espace et d'éviter tout cataclysme. UFO's seem to be spotted on an almost daily basis, whether real or not, and a wave of sighting's in Belgium, Europe has become one of the most famous cases on record. This case produced one of the best photograph's of a triangular UFO ever caught on camera. On November 29, 1989, a triangular UFO with lights sparking underneath was seen by multiple witnesses-three groups of policemen included. On t...he first night of sighting's two F-16 fighter jet's chased unknown craft's on more than one occasion but didn't find anything. One of the most notable sightings of the wave came on March 30, 1990 from a Belgian National Police captain, who watched a giant, triangle UFO passing overhead. Two separate radar stations corroborated the sighting. The triangle was moving slowly over the city of Glons in the southeast of Brussels. A NATO manned radar station was reporting the object, and they soon found that four more stations also were getting a return from the object. The two F-16's were sent to intercept the object's and one did get a lock on it's radar but second's later the UFO shot off. The jet's gave chase for more than an hour but the UFO was gone. The F-16 pilot knew that he was chasing something that had speed and maneuverability far beyond the capabilities of his jet. At one point, radar returns showed that the UFO had dropped from 10,000 to 500 feet altitude in 5 seconds, an unbelievable move. Getting a photograph of the UFO's became a big thing as the story made news headlines but this was proving very difficult. However a video of the object was finally caught on tape and a photograph taken from this is one of the most convincing ever seen by expert's. The image showed the bottom of the triangular shape, with three red spotlights on the corners. The film was taken over the town of Petit Rechain. With over 1,000 witnesses, confirmed radar sightings, plane radar lock-ins, and military confirmations, the fact that an unknown craft moved across the country of Belgium cannot be denied. The amount of sighting's and the photograph add up to a very believable extra-terrestrial event having took place here. Evidence is crucial in any case and sometimes it is hard to find. Here though there is plenty and i sure think something was in the sky over Brussels. As for you, well i'll let you decide..

In many ancient cultures, there are tales of Giant's who walked the Earth and are believed by some to still do so whether it be through the Bigfoot connection or other tales. However for every story of a race of Giant's, there is also one of a race of little people that existed and still do according to the people of the places in question. One of these cases of Little people are the Nimerigar, a ...legendary race that are found in the folklore of the Shoshone people of North America's Rocky Mountain's. The Nimerigar is native to the Wyoming Mountains and Wind River. The earliest sightings of this creature date to early Native American settlements and the creature is still sighted today. Those who have seen the Nimerigar describe the creatures as resembling human beings in appearance but being dwarf sized. According to locals the Nimerigar live in caves near to water bodies and commonly play pranks on humans. Legend tells that the Nimerigar often show themselves to children however, they are reluctant to be seen by adults and if seen they would promise allegiance to the family in return for secrecy of their existence. While many believe that the Nimerigar are harmless but mischievous creatures, there are also many Native American stories that tell of the Nimerigar being violent and destructive beings that would not hesitate to attack human beings. Although thought to be mythical, the reality of Nimerigar tales was called into question in 1932 with the discovery of the San Pedro Mountains Mummy, a 14-inch-tall mummy found in a cave 60 miles south of Casper, Wyoming, which was thought by some researchers to be that of an adult male. However, a more recent interpretation is that the mummy is an anencephalic infant. Uncertain whereabouts of the anomaly leave the verdict open. Whatever these little people were the debate remain's alive today and theories, i believe, lie in opinion rather than fact. The evidence found does prove the existence of this race, what they were remain's to be seen. The Nimerigar is a new one to me but one i find interesting as a comparison with the Giant's. What you are willing to believe they are lies in your open-minded opinion... .

Since the famous Roswell UFO crash there have been many other account's of this around the world and in America in particular. Obviously evidence showing the craft is always either concealed or met with great skepticism. This though doesn't... necessary mean the case should be dismissed as there is sometimes witness account's of the event's that make you think that just maybe there is truth in the story. On 29th of May, 1953 near the town of Kingman, Arizona there atre claim's that such an event did indeed take place. This case was first brought to the publics attention by Raymond Fowler in June 1973. Fowler had obtained evidence from a witness he referred to as 'Fritz Werner'. Werner claims to have been working on a special contract at a nuclear test site in Nevada. On the 21st May he was called away by his boss and told that he would be going on a 'special assignment'. He was flown to Phoenix and then taken in a bus with blacked out windows to a location north-west of Phoenix, he and the others on the bus were told not to speak to each other under any circumstances. When they arrived at their destination they were taken to see a 30ft disc embedded into the sand. The craft was lit up my military arc-lights. The object appeared to of been constructed of an aluminium-like material. There was a small hole in the craft, which appeared to be the result of a crash. Werners task was to calculate the speed that the craft was travelling when the crash occurred. Once finished he spoke briefly to some of the others who mentioned seeing a small cabin and tiny chairs inside the craft. Whilst they were back on the bus and being taken back they were made to sign the 'Official Secrets' act and was told never to tell anyone about this incident. Werner also claims to have seen the body of a small creature about 4ft tall inside a small medical tent. The creature was wearing a skull-cap and a silver one-piece suit. Fowler made several check as to the integrity of Werner and everyone who knew him said that he was a man of considerable integrity and scientific ability. Support for this story once again came from personnel at Wright Patterson who claimed that he was witness to a delivery from a 'crash site in Arizona' in 1953. He said that 3 bodies had been recovered and were packed in dry ice, 4ft tall, large heads and brownish skin. Since then several other witnesses have come forward including a future Vietnam commander who has testified to the validity of the story. A drawing of a Flying Saucer simulator is believed to have been drawn up from what was found here. The cover up again mean's we have to go on the basis of Werner's story but with the general opinion of the integrity of him it's hard to believe he had much to gain from making such a thing up. I personally give the case the benefit of the doubt as a believer, as for you, your opinion may already be made but i leave it to you as always...

Army Helicopter's UFO Scare Still A Mystery, 40 Years Later
Forty years ago today, a four-man crew of an Army Reserve helicopter was
flying over Mansfield, Ohio, around 11:00 p.m. when they "encountered a near
midair collision with an unidentified flying object," according to the official
report, signed and submitted by the
crew after the incident.
A full explanation for this terrifying UFO close encounter has never been
offered, and to this day, the helicopter-UFO incident remains one of the most
credible -- and terrifying -- in the history of the subject.
The commander of the helicopter, Maj. Larry Coyne, and his crew, thought at
first that the light on the horizon was a radio tower beacon.
"We were flying along at about 2,500 feet when the crew chief on the
helicopter observed a red light on the east horizon. He then informed me that
the light was closing on the helicopter -- that it was coming at us on a
collision course," Coyne told this reporter in 1975.
"I looked to the right and observed that the object became bigger and the
light became brighter, and I began to descend the helicopter toward the ground,
to get out of the collision course path. We were descending and this object was
like a missile locked onto the helicopter, only it came at us on a perpendicular
angle, to hit us almost broadside.
"It looked like we were going to collide with it and we braced for impact,
and then I heard the crewmen in the back say, 'Look up!' and I observed this
craft stopped directly in front of us -- stopped -- it was hovering, right over
the helicopter!" (See main story illustration above)

With the unknown object hovering in the air above the helicopter, Coyne and
his crew suddenly noticed a light coming out of the aft end of it -- a light
that swung 90 degrees and came into their cabin.
"It was a bright green light. And all of the red night lights that we utilize
for night navigation were dissolved in this green light -- the whole cabin
turned green. It hit all of us directly in the face."
Coyne and his crew knew they were encountering something extraordinary.
"We assumed it was a high-performance fighter, but when it stopped directly
in front of us, then all four of us realized that was no high-performance
aircraft. This craft, from the angle that we saw it, was cigar-shaped. It had no
wings, no vertical or horizontal stabilizer, was approximately 60 feet long,
15-20 feet in height."
What occurred next was like something out of science fiction.
"We were at 1,700 feet," Coyne recalled. "Then this craft began to move
slowly to the west away from us. At this time, I was worried we were going to
hit the ground, and I looked at my altimeter and our helicopter was at 3,500
feet, climbing 1,000 feet a minute with no changes in the control. We went from
1,700 feet to 3,500 feet in a matter of seconds and never knew it!"
The helicopter topped out at 3,800 feet and the four men felt a bump, "like
turbulence, at which time we had control of the aircraft again. I had control
and we went back down to 2,500 feet and then continued on to Cleveland," Coyne
said.
"As far as the vehicle itself, there's no doubt in our minds what it looked
like. A craft that can move at terrific speeds in excess of 1,000 knots, and
then stop on a dime, maintains altitude, can change altitude, climb, descend. To
encounter a UFO when it approaches your aircraft, you have no idea what it is. I
think if it wanted to collide with us, it could have. You can't get away from it
-- you don't have that much time to respond!"
Lending credibility to this case were eyewitnesses on the ground who observed
the UFO-helicopter encounter. The Army didn't prevent Coyne and his crew from
speaking out about their experience. In fact, Coyne was allowed to recount the
UFO incident to the United Nations in 1978, as seen below, under the sponsorship
of Grenada.
This 1973 UFO incident, while certainly dramatic and terrifying for the
helicopter crew involved, is not the only time that conventional aircraft have
had encounters with unknown objects.
Many crew members of major airlines have witnessed unusual objects near their
aircraft but have been reluctant to tell their stories publicly.
In 1999, Richard Haines, a retired senior research scientist for the
NASA-Ames Research Center in California, created the National Aviation Reporting
Center on Anomalous Phenomena, or NARCAP, to give pilots and air traffic
controllers a confidential place to report their own unusual sightings of what
Haines refers to as unidentified aerial phenomena, or UAP.
"We have two objectives: To make flying safer with regard to unidentified and
poorly understood phenomena in the atmosphere. And the second objective is to
collect, analyze and then report high quality data from the aerospace world on
the phenomena, to help us understand them better," Haines, 76, told The
Huffington Post.
According to Haines, on an average daily basis, since the creation of NARCAP,
he's received six to 12 reports a year. He absolutely believes there are real
dangerous or safety issues that come up between pilots and some UAP.
"Based upon analysis of past cases, a potential for a very serious event does
exist," Haines said. "We have reviewed a great many encounters in flight where
several things can happen. One of them is an electromagnetic effect in close
proximity to the phenomenon, where cockpit instrumentation are affected -- it
might be a magnetic field, radio interference or even an inertial effect, and
that's obviously unsafe. Pilots don't want to be flying airplanes where they
can't trust their instruments."
Another area of concern that Haines and his colleagues have found is similar
to what Coyne and his helicopter crew experienced in 1973.
"It's where a UAP is near the airplane, perhaps ahead of the plane, and the
pilot makes a rapid emergency dive to avoid a perceived collision. That's not
very common, but it would have to be reported. It has happened in the past and
there are still near-misses that occur which sometimes are associated with a
nearby UAP."
Haines has always been impressed with the Coyne helicopter incident.
"It qualifies as a genuine UAP encounter. Multiple witness cases are very
important and should command the attention of aviation officials. In the Coyne
case, its color, speed and apparent shape -- those are all important physical
characteristics that can be related to other pilot sightings.
"I think the Coyne case ranks very, very high in credibility. One reason is
Coyne's reputation as a good pilot before this happened. And his courage -- the
fact that he was willing to come forward with this very bizarre story and to
stand by it says an awful lot. And he would give encouragement to other pilots
to do the same.
"If everybody remains silent, we're never going to get to the bottom of
this."

Personnellement pour moi, il était étonnant de savoir que dans ces régions, en plus des pyramides de l'île sous-marine de Yonaguni, il y a d'autres blocs monolithiques. Eh bien, il est le temps de combler les lacunes avec vous.
Un des buts de ce voyage était la découverte des traces d'une ancienne civilisation très développée dans le Japon contemporain.
Ces objets existent, ils sont concentrés dans la région du Kansai, à 60 km de g.Kioto.v., au lieu-dit Asuka.
Retrouver ces objets a été assez difficile, même avec une carte, puisque certains d'entre eux sont situés à une distance considérable les uns des autres (dans les montagnes, les forêts, et même parmi les champs). Les Japonaise locaux ne parlent pas anglais, beaucoup ne sont pas familiers avec les mégalithes de la région.
Nous nous aidons des enfants et des chauffeurs de taxi plus omniprésents que jamais pour nous montrer la voie. Parfois, je devais prendre un taxi pour trouver un objet dans un rayon de 1 km des pourtours du village.
Ici, nous avons trouvé le premier grand mégalithe du Japon, Masuda Ivafun. L'endroit n'est pas populaire parmi les touristes, nous n'avons rencontré personne.
Le Mégalithe comme prévu était énorme. A l'étage du mégalithe se trouvait un créneau dont la forme avait été parfaitement moulée, sculptée, fondue ... choisissez le mot juste par vous-même ! Des traces de travail manuel rugueux, avec un burin, un ciseau n'ont pas été trouvées.
Le matériau du Masuda Ivafun est du granit, est-il écrit dans la description près du mégalithe, et exact quand j'ai enlevé avec soin les dépôts sur la roche environ 30 minutes. Sur le rocher difficile de laisser même une égratignure !

Ce qui suit est un artefact de Asuka, le mégalithe Pot du Diable, qui se compose de deux parties. Une partie du monument de granit est tombé de la colline, la deuxième plaque est populairement appelée comme "la planche à découper". Le nom même des paysans locaux explique le fait que dans leur compréhension, ces blocs peuvent se déplacer et être utilisées uniquement par les démons, les gens ne peuvent pas le faire.
