Photos in the broadest sense of the word (silver or digital photographs, movies, videos) represent, in the domain of UFOs, particularly sensitive documents. To the lay person, then can provide an apparently concrete representation of the non-identified objects or phenomena in question, thus granting them the value of an absolute and almost unassailable proof («Oh, if only one could show me a good photograph of these famous UFOs! »).
Inevitably, the photographic domain is where most hoaxes are found, for a document of this type may sometimes represent a marketable value. Between such fakes and the numerous types of possible mistakes or unintentional wrong moves, investigators have always been confronted with a great number of doubtful or unexploitable photographs.
Nothing seemed to be bound to change in the field of alleged UFO pictures, however the scope of this problem has changed drastically over the last couple of decades, with the massive proliferation of digital cameras and camcorders, which spread very quickly in the public at large, in particular through their incorporation in cellphones.
In parallel to this expansion of a public imaging capability, the possibilities of fakery became almost unlimited for everybody, largely through the availability on the market and easiness to use of many software tools (e.g. Photoshop) enabling the touching up, distortion, and synthesis of digital images. Certain mobile devices incorporate mounting tools for the superimposition of images, artificial ageing of a picture, production of movement effects, or even inlaying false UFOs! In addition, the growing market for digital camcorders has extended the impact of these capabilities to the domain of video.
These expansions, of both the technological capability and of the size of the host market, have had two major direct consequences for UFO studies:
The probability for a witness by chance to have a ready-to-use camera at his disposal at the time of events (which was extremely low in the past thus explaining the virtual absence of exploitable documents), has increased considerably, in particular thanks to the omnipresence of cellphones.
The ease in which image manipulation can be conducted on computers has made more true than ever the principle according to which a photograph alone can under no circumstances constitute evidential proof.
This sites objective is to present a state-of-the-art standpoint in the field of extracting objective information from digital still or video imagery in which a (so far) non-identified object or phenomenon appears.

Description of Events
On September 15, 1991, between 20:30 and 20:45 Greenwich Mean Time, the TV camera located at the back of Space Shuttle Discovery's cargo bay was trained on the Earth's horizon while the astronauts were occupied with other tasks. A glowing object suddenly appeared just below the horizon and "slowly" moved from right to left and slightly upward in the picture. Several other glowing objects had been visible before this, and had been moving in various directions. Then a flash of light occurred at what seemed to be the lower left of the screen; and the main object, along with the others, changed direction and accelerated away sharply, as if in response to the flash. Shortly thereafter a streak of light moved through the region vacated by the main object, and then another streak moved through the right of the screen, where two of the other objects had been. Roughly 65 seconds after the main flash, the TV camera rotated down, showing a fuzzy picture of the side of the cargo bay. It then refocused, turned toward the front of the cargo bay, and stopped broadcasting.
"Star Wars" over Australia? By Graham Stewart
One of the most spectacular video footages of a UFO encounter was taken by cameras on board the Discovery space shuttle on 15 September, 1991. The video sequence was picked up live by a number of amateurs who were directly monitoring the transmissions. The material has been shown in news broadcasts and circulated amongst UFO researchers worldwide.
The video shows several small bright objects manoeuvering on screen, apparently interacting with one another in a complex fashion. Sceptics have usually insisted these are merely shots of some of the many small ice particles which inevitably end up in orbit with every space shuttle.
UFO investigators were quick to dispute this interpretation, and US scientist Richard C. Hoagland soon conclusively demonstrated the objects were actually large-sized and many hundreds of kilometres away from the shuttle.
One UFO in particular appears to rise up from below the Earth's dawn horizon and can be clearly seen emerging from behind the atmosphere and the 'airglow' layers. It is certainly in orbit around the Earth, some distance out in space, and travelling quickly.
A sudden, bright flash of light is then seen to the left of the picture, below the shuttle. The UFO then turns at a sharp angle and heads out into space at very high speed. Two thin beams of light (or possibly condensation trails) move rapidly up from the Earth's surface towards where the UFO would have been if it had continued in its original orbit.
Subsequently, careful analysis of the video shows that:
The distance from the Discovery to the Earth's horizon is 2,757 kilometres
The UFO's speed before accelerating into space is 87,000 kph (Mach 73)
Three seconds after the light flash, the UFO changes direction sharply and accelarates off into space at 340,000 kph (Mach 285) within 2.2 seconds
Such an acceleration would produce 14,000 g of force (1g is normal Earth gravity)
The light flash and light beams (or contrails) that shoot into space have variously been described as a ground-based attempt to disrupt or destroy the UFO. Hoagland interprets the incident captured by the Discovery's videocamera more specifically as a "Star Wars" weapons test against a Star Wars drone (the UFO). Other UFO investigators prefer to describe it as a Star Wars attempt against an extraterrestrial UFO. Whichever version you prefer, the technology implied is most certainly impressive - at least of Star Wars calibre.
More recently, from New Zealand, investigators have reviewed the video and corrected the actual time it was taken. They have found that the UFO incident was recorded over Australia and not the Philippine islands as was originally thought. Discovery's trajectory had already taken it across Surabaya in Java and above the Simpson Desert, Western Australia.
The UFO is first picked up coming over the horizon when the shuttle is close to Lake Carnegie, WA. Later, the light flash and one contrail can be tracked back to Exmouth Bay near the North West Cape military facility. A second contrail can be tracked back to the Pine Gap military facility in central Australia.
US investigators have been asking their Australian counterparts to provide further information which they don't have and which they probably can't get. All the information we have on this incident so far comes from the US or New Zealand. And, of course, there are Australia's stringent secrecy laws to contend with.

Former Members of Congress to Convene a Citizen Hearing On Disclosure
Former Congresswoman Carolyn Kilpatrick (Dem, MI), Congressman Merrill Cook (Rep, UT) and Senator Mike Gravel (Dem/Lib, AK) have agreed to sit in Committee for a Citizen Hearing at the National Press Club in Washington, DC, April 29 to May 3. Additional Committee members will be announced later this month.
An unprecedented event with historical implications, the Citizen Hearing on Disclosure of an extraterrestrial presence engaging the human race (CHD), will include forty researchers and military/agency witnesses who will testify for thirty hours over five days before former members of the United States Congress. The CHD will attempt to accomplish what the Congress has failed to do for forty-five years - seek out the facts surrounding the most important issue of this or any other time.
The International spokesperson for the CHD is Apollo 14 Astronaut Dr. Edgar Mitchell (Capt. USN/NASA ret.).

Cette histoire, Leon Festinger et son équipe de chercheurs la racontent dans lun des livres fondateurs de la psychologie sociale, LEchec dune prophétie. Elle illustre ce que lauteur appelle la dissonance cognitive. Ce phénomène par lequel un individu tend à rester sourd et aveugle à tout ce qui ne conforte pas un savoir ou une croyance préexistants. Ou cherche à modifier la réalité pour quelle corresponde à ce quil croit savoir.
La dissonance cognitive, cest linconfort que lon ressent lorsquune information nouvelle vient contredire une certitude, ou un plan élaboré de longue date. La nouveauté est dautant plus vite ignorée que létat cognitif quo ante a été acquis au prix de sacrifices importants, ou quil a fait lobjet dun engagement public.
Ce biais du raisonnement permet dexpliquer certaines décisions apparemment absurdes, contre-productives ou autodestructrices. Comme la Première Guerre mondiale par exemple, dont personne ne voulait et qui fut déclenchée par effet dentraînement, dans la mise en uvre précipitée de stratégies militaires anciennes. Les dirigeants, lorsquils sont sous forte pression, peuvent développer cette forme de résistance aux signaux faibles. Incapables de nuances, ils en viennent à surestimer leurs pouvoirs et sous-estimer ceux de ladversaire, pour mieux sen tenir au plan établi.
La dissonance cognitive, il faut y penser lorsquon cherche à lire ce qui se passe sur la péninsule coréenne. Dans cette répétition générale dune guerre préparée de longue date, rappelons-nous que tous les acteurs jouent à laveuglette. Au Nord comme au Sud, les équipes dirigeantes sont nouvelles, donc inintelligibles lune pour lautre (et pour tous les commentateurs médiatiques). En labsence dinformations utiles, les para-belligérants et leurs alliés en sont réduits à saccrocher à des conceptions anciennes. Ou à des stratégies militaires éprouvées par lexercice.
Sans doute que la dissonance cognitive, cette propension de lesprit au statu quo, pourrait aussi, en loccurrence, jouer pour la paix. Mais littéralement comme sur le plan psychologique, le terrain coréen est glissant. En plus dêtre sévèrement miné.
NOMINATION DE JACQUES PATENET COMME DIRECTEUR NATIONAL DU MUFON FRANCE
Le 31 mars 2013, après consultation de ses Directeurs régionaux, la Direction du MUFON France a décidé de nommer Jacques PATENET à un poste de Directeur national du MUFON France.
A ce titre, il sera chargé de la méthodologie d'enquête, de l'extension du réseau, d'organiser la mise en ligne de nos cas et si le besoin s'en fait sentir de conseiller et d'aider à la formation les enquêteurs. Les deux autres Directeurs nationaux sont chargés respectivement de la communication pour Gérard LEBAT et les relations internationales et du réseau OVNI-Villes pour John TOMLISON.
Jacques PATENET est né en 1947, il est ingénieur électronicien de formation et est retraité du Centre National d'Etudes Spatiales depuis fin 2008. Il y a exercé de nombreux postes dont plusieurs postes opérationnels en Guyane lors des lancements Ariane et à Toulouse comme directeur de mission pour la mise en orbite de plusieurs satellites géostationnaires. Il a également occupé le poste de responsable du GEIPAN où il a organisé l'ouverture au public des archives.
L'ambition affichée du nouveau directeur est de faire du MUFON France l'organisation ufologique française de référence, fédératrice de toutes les associations et organisations qui accepteront les bases de travail communes.

TV Report about UFO sightings in Belgium in the 90s and the involvement of the military. In the night of 30/31 March about 10.000 belgians observed strange objects in the sky above belgium. When the police received reports from residents, police patrols were sent out only to confirm the sightings. As soon as the military was informed, the NATO Control Center in Glons scrambled F-16 fighters to investigate. The sightings were observed by civilians, by the police, by military personal on the ground and in the air. The events of that night belonged to the belgian UFO wave which lasted from 1989 to 1990 near the belgian/dutch/german border.
Dear colleagues. Somewhere during 1990s I do remember hearing references that anthological TV series Dynasty and The Colbys featured UFO encounter in one episode. The UFO scene itself is from a spin-off series The Colbys (Croatian television did broadcast Colbys at the time but I never watched that episode). However, here is the scene in question:
After an argument with Channing, Fallon falls down a flight of stairs and goes into premature labor in episode 41. The baby girl survives and turns out to be Jeff's daughter, much to their joy.
Following her fall, Fallon is troubled by headaches again. One night while driving down a deserted road, she leaves her car and sees a UFO. She enters the ship, which takes off.
The next day,[11] Jeff finds Fallon miles from her car, her new boots show no signs of wear. She only remembers entering the ship but nothing more. Afraid to share what little she remembers with Jeff, she insists that they return to Denver. She eventually confides to Jeff, but his disbelief causes them to drift apart. Their marriage is further strained when Fallon learns that Jeff broke her confidence, telling Blake and her cousin, Leslie, about her UFO encounter. When Fallon learns that Jeff slept with Leslie, they divorce again.
^Fallon entered the UFO in the final episode of The Colbys, but was found by Jeff during episode 177, the premiere of Dynasty's eighth season.

Guy Hottel UFO File is FBI Vaults Most Viewed
1950 memo about UFO sighting in New Mexico (FBI)
A 1950 memo of an unconfirmed UFO sighting is the most popular file in the FBI's Vaults, having been viewed almost one million times.
The one page memo is stored electronically in the Bureau's records and was released under the Freedom of Information Act.
The FBI said that since its release two years ago, the file has become extremely popular with its online users.
Written by Guy Hottel, the then-head of the FBI's field office in Washington DC, the memo is dated 22 March 1950 and is addressed to the FBI director, J Edgar Hoover.
Hottel served in this position until the following year, when he took a job in the Identification Division. He retired in 1955 when he was in his 50s.
The memo recounts a story told to an agent by a third party, who said an Air Force investigator had recovered three flying saucers in New Mexico.

"They [the saucers] were described as being circular in shape with raised centres, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture.
"Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots."

The third party said the saucers were found because the government's radar had interfered with the controlling mechanisms of the saucer.
However, the memo ends by saying "no further evaluation was attempted".
When the FBI Vault was launched in 2011, some media reports suggested the memo confirmed proof of a UFO crash at Roswell.
However, the Bureau says this is not the case as the memo is dated three years after the events at Roswell were said to take place.
The FBI also notes that it investigated UFO accounts in the years that followed Roswell (1947) but stopped this practice in July 1950.
"The Hottel memo does not prove the existence of UFOs; it is simply a second- or third-hand claim that we never investigated. Some people believe the memo repeats a hoax that was circulating at that time, but the Bureau's files have no information to verify that theory," the FBI said.
